Immagino che una tagboard sia un Content Management System (CMS). Per vBulletin c'è, ad esempio, vbAdvanced, tipo questa: http://www.vbulletin.it/
no. Una tagboard è una specie di mini guestbook che si autoaggiorna, forse è più conosciuta come ShoutBox.
